The Azerbaijan Government Scholarship 2025–2026, officially known as the Heydar Aliyev International Education Grant Program, is a fully funded opportunity for international students. Launched in honor of the National Leader Heydar Aliyev, this scholarship is open to students from eligible countries who want to pursue bachelor’s, master’s, PhD, or preparatory courses in Azerbaijan. It covers all major academic fields and aims to strengthen global education ties through cultural and educational exchange.

This international scholarship offers various degree programs such as agriculture, engineering, economics, international relations, business, design, public administration, and more. Selected students will study in leading Azerbaijani institutions while gaining valuable global experience. The goal of the program is to build human capacity, promote international cooperation, and offer students from other countries a chance to study in a culturally rich and academically strong environment.

All selected students will receive full financial support, including tuition fees, a monthly stipend, international airfare, medical insurance, and visa/residency permit assistance. • General Medicine Program Scholarship: 5-6 Years

• Doctoral (PhD) Scholarship: 3 Years

Benefits

• Tuition fee and language preparatory courses will be covered for the duration of the program.
• Roundway airfare will be covered.
• A monthly allowance of 800 AZN (470 USD) for accommodation, daily expenses, and educational materials will be given for all the months each year, except July and August.
• A medical allowance of 200 AZN (117 USD) per year will be given.
• A single-entry visa to Azerbaijan will be included.
• A temporary residence permit for each year will be given.

Eligibility

• Citizens of Azerbaijan are not eligible to apply.
• Individuals whose Azerbaijani citizenship has been canceled are also not eligible.
• For undergraduate and general medicine programs, candidates must be 35 years old or younger.
• For graduate and medical residency programs, candidates must be 40 years old or younger.
• For doctoral programs, candidates must be 45 years old or younger.
• A candidate with dual nationality can submit only one application.
• Only applications nominated by the respective government authorities of eligible countries will be considered.
• Candidates must be in good health.

Required Documents

• Completed nomination form (for the first stage of the application process).
• Copies of diplomas and transcripts (GPA must not be less than 70%, or 7/10, or equivalent).
• Medical certificate including HIV/AIDS and Hepatitis B/C test results.
• A valid passport copy (showing identification information).
• Updated CV or résumé.
• Language proficiency (based on the chosen language of study):
• English:
  • Undergraduate: IELTS 5.0 / TOEFL 40
  • Postgraduate: IELTS 5.5 / TOEFL 50
  • Or proof that previous education was in English
• Russian: Proof of proficiency or previous education in Russian
• Turkish: Proof of proficiency or previous education in Turkish
• Azerbaijani: Proficiency in English, Russian, or Turkish (as a previous study language)
• A motivation letter explaining your goals and interests.
• Copies of any local or international awards (if available).
• All documents must be in Azerbaijani, Turkish, English, or Russian.
• All files should be submitted in PDF format.
• Submit your application and all required documents on the SIACAS website before the deadline.

Application

• First, applicants must submit all required documents to the relevant government authority in their country (such as a ministry or embassy).
• The deadline for nomination by your country’s authority is May 15, 2025, at 6 PM (Baku time).
• Only nominated candidates will move to the next stage and apply online through the Study in Azerbaijan portal: portal.edu.az.
• The online application window will be open from June 1 to June 15, 2025.
• After logging in, select the “Heydar Aliyev – International Education Grant” option as your admission channel.
• You can choose up to 3 different programs at various Azerbaijani universities.
• You’ll receive updates and notifications about your application status directly in your SIACAS portal account.
• Make sure you apply using only one nationality (as officially nominated).
